Penelope, alias Polka-Dot, is a vivacious young girl with a natural ability to help others, notably her ill mother. Polka-Dot meets a hard-nosed police officer and his tracking canine, Luey, while looking for a part-time job. When Polka-condition Dot's mother's deteriorates, Luey assists Polka-Dot in developing the inner strength and faith necessary to move forward.
