In July 1945, during completion of World War II, Japan is compelled to approve the Potsdam Declaration. A cupboard conference has continued with night and day, but a decision can not be made. The U.S. drops atomic bombs on the cities of Hiroshima and Nagasaki, Japan. General Korechika Anami is torn over making the appropriate decision and also the Emperor of Japan worries about his people. Prime Minister Kantaro Suzuki leads the cupboard meeting, while Principal Assistant Hisatsune Sakomizu can't do anything, but view the meeting.
