In the 1970s, Korea is under the leadership of President Park, who controls the KCIA. KCIA director KIM Gyu-pyeong is a possible second-in-command. In the midst of terror, former KCIA director PARK Yong-gak exiles to the U.S., where 'Koreagate' is being investigated. As tensions rise, second-in-commands engage in restrictive political maneuvering.
